Typically a bleed valve is in the High Pressure Side of the system, so that the pressure can be relieved so that the connection to your tank or gun can be removed after being filled or pressurized. When there is high pressure on the line you can't unscrew or disconnect most connections due to the pressure keeps them from being released. In other words the bleed screw or valve can be opened to relieve the pressure from the system. Hope this helps.

Yes that is the high pressure relief valve. But I'm talking the bleed down valve on the other side. Not sure if it should be open or closed when running.

The bleed screw that you're referring to, is for purging moisture between the low and high- pressure stages. It should be snapped open just enough to let the moisture out whilst the pump is running, every ten minutes or so. I leave both screws loose when the machine is not in use.
