What’s up with the BLUE. Dot on the screen?

Never mind, it’s the dummy behind the keyboard (ME). I opened some other websites and the blue dot 
was still there, on my iPad. So, I rebooted and the blue dot is gone? Not sure what it was and never saw it before. Sorry for crying wolf and I can assure you the sky is not falling.
I googled it and found this:
The blue dot suggests that there might be new features added to the app since you last ran it. It encourages you to check the app out again. In fact, the same thing happens when you update apps on your Mac.
