I just googled Albuquerque Scuba shops and was surprise how many I found. I'd try them or the fire departments. If you get down to the Hobbs area let me know and I could give you a fill, no problem.
Saw you posted this over on GTA too and replied there so I will here too since it might well help others along with you:
Check with the local paid and volunteer fire departments. Many of them have their own in-house fill equipment to fill firefighter SCBA tanks. You can also ask them where they get their hydro testing done since the companies that do it also fill tanks. Maybe try finding out if and where you have a county Haz-Mat team since they may have their own too. Check for businesses that service and sell fire trucks and firefighting gear. Many offer hydro testing and filling of bottles along with selling them and other firefighter gear. I have a place like that near me in NY and where I get mine filled. Look around for welding supply places. They may also have their own in-house equipment for filling air tanks.
