Where to get a 6.8L or 9L tanks refilled?

Where would I get a 6.8L or 9L tank refilled? I do not want to buy an air compressor at this point but would like to find a source to get a 6.8l or 9l tank filled.
I plan on shooting a pcp air target pistol in my basement. I would like advice on what kind of tank to buy, where to buy it, what kind of fittings I need on the tank to aid in refilling, etc.
I have no idea where to start. Any advice would be appreciated.

I do them in my basement. When I got into this sport my friend told me that once I figure out the plumbing I will have no problem enjoying this sport and until I figured out the plumbing I just couldn't get into it. Got my own compressor and filters... Fill fittings and gages and Tanks, and hoses... Now I can shoot for just about free. whenever I want and no reason to rely on anyone else for air.
 
Make sure it's DOT certified before you buy. The only place you can get a non dot tank filled is a friend or your own compressor. Check out the fley bay for used scba tanks that are still in their 15 year life. It will need to be hydro tested and certified after you buy it if it's not already. There are fill stations on fley bay that are around $60 or you can buy 1 from a place like air tanks plus for around $220. They'll come with a hose and female foster fitting already you just need to make sure if you have a fill probe it has a male foster to connect it to the female foster.
Or as has been recommended, just get a floor pump.

Another option is a cheap compressor. I have used the Spritech PCP Compressor for about 18 months ($289 on Amazon), and it just died today. I bought a 4-year extended warranty, and they refunded my purchase price in about 20 minutes, nice! The replacement compressor comes in 2-days.
This compressor will not fill the bottles, but will directly fill your PCP pistol. It takes about 7 minutes to fill my FX Crown Rifle.
