Wondering what the 'Hydro Test' on HPA tanks is about?

The article mentions the shop where I was intending to send my eBay tank when it arrives. You can ship your bottles to them and they claim they'll turn them around in 48 hours. I'll review my experience somewhere on the forum so everyone else can learn from my experience.
