OK being a electrician for over forty years here is what I would do make sure that you are dealing with a 60 hertz motor first ! Next look and make sure it's 220 volt AC locate the name plate which should have the total running load amps (China Ugh) if nothing else check the existing cord size and if anything you can always go bigger but NEVER smaller replace the existing 2 wire cord with a 3 conductor SO cord and I'm guessing ( 12-3 SO ) 20 amp 220 volts which would use a Hubbell L6-20 twist lock male cord cap and Hubbell 2320 single receptacle. Ok now at the compressor hook up the 2 phase wires which is going to be the black and white conductors in the SO cord take the green conductor and using a small L type lug bolt it to the metal frame of the compressor this will ground your compressor just make sure that all metal parts of the compressor are connected if you find any isolated by rubber or a non conductive material between parts just install a ground jumper between those parts. Hopefully now you won't need that defibrillator along with some fat cigar smoking guy giving you mouth to mouth eg uck . Be safe and don't get shocked .
