Yong Heng?

Could be seals. I'd eliminate leaks first as that will be easy. If none are found then a rebuild will probably be needed. Doesn't seem to be too hard from what I've seen but it seems like there have been quite a few structural failures of the low side piston top center where the high side piston sits. I'd check that area well for any signs of cracking.
 
Leaks will make a compressor not pump up as you have indicated. Being it will pump up to the pressure you have indicated I would dead head the foster on the hose with the plug that is made for this. My first check point would be the bleeders. I have had the same problem on another brand compressor. It would do the same thing and AFTER a leak test it was the bleeder. As you know the higher the pressure leaks can appear. If it pumps up to 3000 I would do the bubble test on all connections but it could be internal.jmo
