Sometimes you want to be precise but inaccurate. This keeps you from shooting out your aiming point. It is quite easy (normally) to move the sights to get the group where it needs to be when you have a precisely shooting rifle or pistol.
It takes a lot more shots to be sure that your dispersion is not going to miss when you have a relatively imprecise arm when sighting in.
My Physics teacher taught me the concept of Precision and Accuracy. A precise measurement is how close they are to other mesurements. An accurate measurement is how close a value is to a true (standard value) This is what I remember.
