First time I have had a tank filled at a dive shop and the cost was $8.50. That sounded cheap. They filled it and let it cool down overnight and topped it off again the next morning. Is that the going price where you live?

Well that's not my case. My buddy and I have 6 SCBA tanks that were hydro tested AFTER expiring, and deemed good for year from the month that it was tested. And we were told that if we come past that expiration for a fill that it needs be to hydro tested before they do so.Not sure what you are referring to, but SCUBA tanks have to be visually certified annually, and hydro tested every 5 years.
SCBA tanks have to be hydro tested every 5 years, no visual required, and they expire after 15 years, period. No recert allowed by DOT.
For the OP, I have to pay $10 at local paintball stores in the Miami/Fort Lauderdale area to fill a SCBA tank to 310 Bar (4500 PSI), and about $4 for a SCUBA tank to 210 Bar (3050 PSI).

Are you sure it was a hydro test? Who did said test? It appears there is only one company in the US that can extend the 15 year life, Hexagon Digital Wave, LLC in Centennial, CO and they don't do a hydro test; rather, they use MAE, or Modal Acoustic Emission testing.
