Here in Holland we have the same problems with 4 legs rats.I thought of this, aside from the laws [if any exception was made] the liability alone would be the undoing for any involved in the ratting. A stray pellet or even a claimed one be it from a low power .22 or so would write enough bogus lawsuits to fill an olympic swimming pool. The rat issue if only a small town may have been slowed with a program but NYC is massive. A working organized team of 100 well seasoned and professional hunters wouldn't make any progress at all. They would need police escorts too given the enviornment--all that expensive gear and the rifles would cause a stir.
I have rat that would dismantle the thing. Darn thing is SMART, smarter than the usual hood rat for sure.Here in Holland we have the same problems with 4 legs rats.

I understand New Jersey is like that.I read somewhere a WHILE back, that it is illegal in NYC to have anything that shoots a projectile of any sort. Down to water guns and nerf. Not sure how true it is because it doesn't affect me. But I'm sure you cant just buy an air rifle at the local sporting goods store like you can everywhere else in the US. (most places at least)
